why are users being blocked?

I have people signing up, they receive their confirmation email and all goes well but then, when they try to login they are blocked, so I have to go in to the Admin and click on the login enabled to change the x to a green check, does anyone know why this happens? is there a setting I'm missing, it seems to be doing it on it's own

I think after the users registered, the "forgot" to click the activation link provided in the email
