Any free solution would need to be run via your server - which is limited to 200 emails / hour. Nothing short of a config update is going to change this for you. Apart from that, you may be able to find a 'public' or 'open' email relay server ... but I wouldn't want to be in your shoes if your users find out you've passed their addresses through one.
Failing that, you could try to download all the addresses and run them through a desktop mailer - your ISP might forgive you and reactivate your account if you explain the situation and have had no complaints.
$9.95 / month for 250 subscribers is a small price to pay for avoiding all the hassle you're about to put yourself through.
I was hoping there would have been a cronjob like they have with Jomsocial that I could have setup. But after reading your post, I will have to go with iContact. I certainly do not want to put the site through the problems you discribed.
