What is the best membership registration component

I ask for a few reasons.
I have always used community builder but it really has only a few extra tweaks to the default registration module.
Also I am unable to find a way to restrict membership, specifically to RU domains which join contibuously for no appaent reason. I suspect to spam but I don't know or understand how they do it when they are never given membership - Freebies and discounts for Australians
