Image Gallery - How can I do this ?

Hey
I want to take visitors to a "tour" page and within that page I want to have thumbnail images of sites visited on the tour, I want these images to expand (Kind like Rockbox images)
I want to add these images in possibly a "cartoon" map format ..... Kinds like cartoon squigly roads with the images placed in various positions within the road (If that makes any sence) - I know I will probably have to create this "road effect" in Fireworks maybe,
Can someone tell me what extension I should best use for the image effects as describe above
