Trying horizontal Wrapper within RT

Wondering if someone can shed some light on the proper code for this...
I'm trying to create a page within a RT theme, this page is basically a huge wrapper page. Now what I'm trying to do specifically is within the wrapper (please refer to the included image). I wanna have a 2800x800 px div and on top of that div i want to have another div at about 700x200 px. Now, I have no problem with code as far as placing the (blue div) on top of the other larger div with z-index. Obviously, I'm trying to concentrate on scrolling horizontally. But, I need to have the smaller blue div always centered in the screen/window at the bottom regardless of left/right scrolling of the much larger master div. Any help?
