Is Quasar the GPL Release of Gantry?

I wanted to ask if the Quasar was the method used to release Gantry as GPL code. I had seen earlier posts about releasing Gantry as GPL. I also recall the seeing possibility of a blank template from which developers could create their own templates using Gantry. Will there be documentation on how to develop a template based on Gantry?
