let me explain this a bit more, let's take the header-position as an example:
if you have a module published to header-a and another module to header-b and both are assigned to the frontpage, then the slider for the header positions will show on "2" and the text on the right will say "you have 2 positions published". if you click on 3 positions and move the slider to for example 3/3/6 and save and then reopen the template parameters, then the header slider will be back to "2" because "you have 2 positions published" > one module in header-a and one in header-b but not yet in a 3rd position such as header-c. but if you click on 3 and you still find the slider on 3/3/6 then everything is working as it is supposed to.
if you want a 3rd module in the header position, simply go to your module manager and publish a module in header-c and assign it to the frontpage. if after that you open up your template parameters again the header slider will show on "3" and say "you have 3 modules published".
when you then refresh your frontpage you will find 3 modules side by side in the header position, module header-a will be 3 columns wide, module header-b will be 3 columns wide and module header-c will be 6 columns wide because you have specified 3/3/6 for the header position.
