      I am quite New to Joomla and have been task to customize the Vortex Template to look like the following in the document below.

      www.sbntv.tv/sbntvvortextemplate.doc

      Can someone point me in the right direction or where I can find information on how I can do this.

      You can read some of the template customisation tutorials here on Rocket theme which where written by Thomas www.rockettheme.com/Tutorials/Template_Customization/

      From your mock-up it appears that most are general Joomla! stuff - you could read the documentation on help.joomla.org or even ask on forums.joomla.org for specific Joomla question
