Hey Mark, thanks for all your help. I couldn't find anything regarding "unsupported browser" in template manager, but what I did do is disable "IE7 redirect". It fixed the problem on my machine, I will see if it did so too on my clients machine. Do u think having this disabled will be an issue for actual IE7 users as opposed to IE10 using compatibility mode?

You need IE7 redirect on because if anyone does use IE7 on your site it will not work properly and they will have issues.

It's always a struggle when you have people using corporate computers that are severely lacking in updates. I was in a store the other day and they couldn't check their posted prices on their own website because there were still using IBM computers from 1998.

Thank you Mark & Ben. I wonder which is better, leaving IE7 redirect disabled so that people accessing with a modern IE browser on an intranet can still access the website. Or enable it then pretty much majority of IE users won't be able to use the page?!?
I hit F12 in IE10 and set my browser mode to IE7 and the site still works. Do you think this is good enough proof that it will work even for IE7 users? While IE7 redirect was enabled, I had compatibility mode disabled and the site worked fine. When I set my browser to IE7 by hitting F12, I received the unsupported browser page.

Compatibility mode means behave like IE7. We do not support IE7 - the pages will behave incorrectly and will have formatting issues - therefore I believe you should have IE7 redirect on in template manager and as Ben suggests edit the unsupported.php in the templates root folder to modify the error message that is shown to your users.
