make sure all your permissions are good... that the same permissions and owner/group settings that you have on most of your site files... certainly your theme files... are present on that .js file as well...
you can try:
backing everything up first of course... then...
reinstalling the Gantry 4 plugin
reinstall/overwrite the Theme files... (FTP up/overwrite the theme files manually)
... from there... unless there's some custom coding done to WordPress directly... or it's somehow coming from one of your other plugins (I know you deactivated em all and tested...) somehow... but I cant see any reason beyond all that as to why mootools.js wouldn't load... there's other .js files in that same folder loading just fine...

Tried deleteing and reinstalling Gantry, no luck, then tried the file permissions, everything was ok. I then copied the entire contents of the mootools.js file and added it directly into the moofix.js file in the roksproket folder. This seems to have fixed the issue for now.
I'm going to establish a dev site and copy the site over to see if i can somehow find the issue.
Do you know where gantry loads mootools, i would like to try and see if it loads from a different directory.
