1. Instead of a splash page, just strip down your homepage and make it look as close as possible to what you want it to, then the user get's to anywhere they need to go and still has the menu available. Splash pages generally just irritate users now-adays. This allows you to still display your info big and simply, but also allows the user to see they are on a real website and have a menu available.
2, Put the index.html file in the main directory for your website, then put Joomla in a subdirectory.
/public_html/index.html
/public_html/SITE/Joomla_install/
If you want to use any url rewrite tricks or extensions, it's really important to understand just how they work because upgrades can sometimes mess things up and it's nice to know what to expect from them.

I agree with the irritation factor of splash pages and the like, but the people i make the site for insist (for now)....
So I've decided to take your advice and do the "strip down" version, this sounds really like a good solution, however the thing i want to show is (while using the refraction template) a banner underneath the rokstories module (showcase position) (showing a strip of text, like a slogan) and one thing leads to the next... I found this thread about adding a module position (
