How do I find old forum topics?

Yes, I used the search forum. No, the article related to my issue did not appear in the search results from the search forum. I found it through a Google search. The link took me to a 403 forbidden page, which other members of this forum report is not the same result that they get. For whatever reason, I get a 403 error when attempting to visit this URL:

Dan reports that the above URL works fine for him, and he copied a portion of the post for me.
