If you're looking to create a custom favicon, take a look at this site:

It has a link to download the .ico plugin for Photoshop.

Not sure about The Gimp plugin but if memory serves right Inkscape does it....
http://www.inkscape.org (opensource SVG program and more)
Don't know what distro your using but I have used it on a few.....
