Could moving a site from php4 to php5 cause issues?

I'm trying to move a site and keep having unexpected results. I come up with default joomla pages within my "sort-of" template. The template is sort of ok, but not all together.
I have tried a number of times and can't think of anything I'm doing wrong.
The original site was installed on a server running php4 and the permanent site is on php5.
Could that be an issue?

While moving from php5 to php4 might cause problems, moving up to php5 shouldn't be and issue.
How was the site moved?
Is SEF activated and configured properly? - Thanks,

I have a few more things to check, but I didn't know if the 4 > to 5 might be any kind of issue. no SEF on at the moment. I put up the rocket launcher on the location, looks good, then I used phpmyadmin to upload the sql file, and kablooie-Just the default joomla articles...
