Maybe base it on content and presentation leaving aside template tweaks?
I think the entries should be limited to header mods and minor tweaks. So it would be a "best use of the template" basically. It would make a better showcase for RT. Show people how nice sites can look using templates right out of the box.

i think both should be judged.
just because you may not be as awesome at template modifications
