Help moved hosts now joomla doesn't work

This is what the host is saying
old server was php 4.5 or what ever?
this server is using php 5.23 with php sude enabled
old host 4 php
Can someone help me.... I can't seem to figure it out... I'm thinking file permissions.....
ideas?

File permission problems would cause a 500 error on a phpsuexec enabled server.
Even so, check that all files are 644 and folders 755.
It's either a misconfigured configuration.php or a db problem as suggested by the host.
Confirm with your old host whether you really were on php 4.5. - Say no to Internet Explorer 6.

old host php is 4.4.7
I just restored the db. That didn't work.
I checked the configuration.php that seemed to be fine.
The only thing I cannot verify is the user/pass. But I think it's right.
I will pay someone to fix this it's probably something simple that I'm missing. I installed a new basic joomla through fantastico and that worked? Compared configs they are the same except db of course
