I don't think they are selling templates, just trying to get some traffic.
The meta content is hilarious and pathetic!
Well I have filed a complaint to the host and they will shut him down I'm sure.

I think it's easily possible to download all files of any website with a download software (such softawres allow you to see a website offline). Moreover, with tools like firebug, it's easy to copy images, css and so on.
