That's what I've been trying to figure out myself. Even with 3 the math is crazy but I'm thinking the number applies to all the RocketTheme templates you have a license for.
In my case that could mean 17 to the 17th power and that calculation makes my head hurt! Or, it could mean 17 to the 17th power to the 17th power. I'm not sure there's enough sites on the internet to cover that number off.
Still, it's more confusing than it need be but for all of that I don't think that most of us have to worry all that much about it.
And it is pretty standard that when you renew a subscription you agree to the terms and conditions in effect at the time of the renewal not what existed before that. Most of them are written that way in nice thick legalese.
But still it's as clear as mud and RT needs to work on that.

I would say the operative word in that case would be "use".
Based on the situation you have suggested, it would involve the use of 12 entitlements.
So ask yourself, "what am I using" or if it is easier for you, "how many installs do I have at any one time? If your answer is more than 3 (based on your March 2008 1 yr purchase), you are over your limit. You are "entitled" to have 3 "installs" with a 1 year membership and that was the same number that applied when you joined.

They've answered that 3 entitlements means how many joomla installs you're allowed to use RT templates on, regardless if you're using three different templates or the same template on all three of them. So 17 entitlements means you're allowed to use RT Club templates on 17 joomla installs.
When it comes to legal stuff, this will have an affect from the day you renew your old membership or buy a new membership.

No, then you must have misunderstood. The rules were you could only use RT Club Templates on 3 main domains (subdomains were not counted). What or how many Templates you used on those 3 main domains were all up to you.
The counting is the same now as then. The only difference is what you count. Instead of counting main domains, you now count installs. Meaning; if I, in my last membership period, had RT Club Templates on MainDomain1, Subdomain.Maindomain1 and Maindomain2, I then had one more "allowance" to go. With the new counting I would NOT have one more "allowance", as the example would mean I have 3 joomla installs using RT Templates, and therefore noe entitlements left.

- well it sounds a bit like BS to me, why not just charge per theme instead of this undercover subscription service. It's all a bit to cloak and dagger for me! I certainly wouldnt have paid $75 for just 3 sites.

- Well, you obviousely did...? I'm pretty satisfied, as each year's entitlements are added to last year's. And compared to other template clubs, you get what you pay for. Personally I am very satisfied with this being an annual club membership and not "per template". If RT made that an option, I'd still buy in for the membership type I already have. That way I can change my mind whenever I want to, test run templates before settle down with the "correct one" etc. Not to mention the access to new features and having the option to implement them in my "old" template with no extra cost.

- regardless of any of this, I think it is all too confusing to the majority of people and I personally don't agree with it. i only use RT themes on 2 sites and havent actually seen a new release i have liked or wanted to use since Hivemind in Feb 2008.

Here we go again.
There seem to be as many interpretations about what you can do with your entitlements, tokens or whatever as people to interpret them.
Not, again, as I'm all that concerned personally, as I am nowhere near the limits no matter how they're interpreted.
I know that earlier I said I didn't want to see legalese but at least there it must be spelled out clearly exactly what it means so that the license grant, which is really what we're talking about here, is enforceable should it ever come to that. (I hope for everyone's sake it never does.) Right now, as things stand, a licensee wouldn't stand a chance defending themselves and RT wouldn't be able to point at any legal document saying that they're right either.
This leads to nothing but bad feelings all around. Not to mention confusion.
Ahhh well. At least we're not throwing bricks at each other!

Basically, the entitlement is based on an element of trust. RT is trusting you to only use as many entitlements as you're...well entitled to use! I have 6 (I'm sure I had 7 before I asked the question "What's an entitlement"!!) which means basically I can have 6 websites which use RT templates...and RT trust me to honour that.
But what the *beep* is the point when some muppit here keeps giving away templates, that theoretically I have paid for, onto forums so any Tom, Dick or Harry (not singling those people out!) can download and can use them wherever they like and however many times they like?? The Meridian template was on the net about an hour after it was launched..people were downloading from there even before I knew it was released!
Yes, I know that membership also gives you access to the forums...but in some weird way I'd rather pay for the forums only and have the templates given away free of charge. Like they are at the moment for non-members!!
Now...I'm off to get some coffee, before I can see if I can do anything with Meridian! I fear not but you never know what's hidden below the plain...very plain...facade!
