OK, damo, this is a little brainstorming. Eat the meat, spit out the bones. Take what's useful - if any.
1. Have the Rocket Theme Annual Modification Award. I know it seems that an annual award is not too often, but that leaves open other types of competitions throughout the year. Rocket Theme Annual Modification Award will give enough time to catalog, show and the members vote on the best RT template mod for the year. Having it just once per year will give the award some value and give members something to strive for. Members could vote or a panel of judges, which will rotate among members each year. A badge can be created to reside on the winners site and a dedicated page would be given on the RT site for the entire year. One of the benefits would be the link from RT (with heavy traffic) to the site of the annual winner.
2. During the year, rather than let all the nominations or competing RT sites pile up for the annual award, have a showing of the best mods for that month. The ones that are selected to show (members vote or judge(s)), will be the pool out of which the Rocket Theme Annual Modification Award is given. This showcase would give a wide variety of members plenty of exposure and give them something to look forward to with the Rocket Theme Annual Modification Award.
3. Also, during the year, various other peripherally template related competitions and/or showings can be given for things such as menu mods, gallery implementations, CSS editing, custom components and modules, etc. I'd say just a few not to dilute the activity on RT.
4. You could have an award for the most helpful individual or group of individuals on the RT site that has consistently offered help to others. You could offer this to more that one because of the good number of folks that step up to help.
